Prohibits all U.S. government funds from being obligated or expended in Gaza until the President certifies to Congress that the funds will not benefit Hamas, Palestinian Islamic Jihad, or any other designated foreign terrorist organization

Extends the funding prohibition to organizations or persons controlled or influenced by Hamas, Palestinian Islamic Jihad, or other foreign terrorist organizations

Blocks U.S. funding through any United Nations entity or office operating in Gaza unless the President certifies that entity is not encouraging or teaching anti-Israel or anti-Semitic ideas or propaganda

Requires presidential certification to the Senate Foreign Relations Committee and House Foreign Affairs Committee before any Gaza funding can be released
