Authorizes sentencing enhancements of up to 10 years for kidnapping, murder-for-hire, threats against federal officials' family members, stalking, killing U.S. officers/employees, and crimes against the President/staff when committed knowingly at the direction of or in coordination with a foreign government or its agents

Allows up to 5 years additional sentencing for attempted kidnapping and murder-for-hire offenses directed by foreign governments, with enhanced penalties of up to 10 years if personal injury results

Creates tiered stalking enhancements: up to 30 months for basic offenses, up to 5 years for serious bodily injury/dangerous weapon use/minor victims, and up to 10 years if victim death results when foreign government involvement is proven

Extends conspiracy enhancements to cases where the defendant knew that co-conspirators were acting in coordination with a foreign government, even if the defendant was not directly coordinated with that government
