Withholds State Criminal Alien Assistance Program funds from "sanctuary" jurisdictions that prohibit police cooperation with federal immigration enforcement, beginning 1 year after enactment

Requires U.S. Customs and Border Protection to enter all immigration violators (final removal orders, voluntary departure agreements, visa overstays, revoked visas) into the National Crime Information Center database within 180 days

Mandates construction or acquisition of 20 new federal detention facilities and requires DHS to take custody of apprehended aliens within 48 hours of state/local request, with federal reimbursement to states for incarceration and transportation costs

Provides immunity from civil liability for state and local law enforcement officers and agencies enforcing federal immigration laws, and requires DHS to develop training materials within 180 days for state/local personnel
