Amends the Social Security Act to create a new safe harbor exception to federal anti-kickback statutes for payments between healthcare providers/suppliers and "information service providers" (web-based platforms that help consumers find and schedule healthcare)

Information service providers must meet specific conditions to qualify, including: not steering consumers based on payment amounts, not providing medical services or diagnoses, and not sharing consumer contact information with providers other than the one selected by the consumer

Compensation to information service providers must be set in advance in writing, cannot exceed fair market value, and cannot be based on the value of items or services payable by federal healthcare programs

Information service providers must disclose financial arrangements with providers to consumers, use objective consumer-centric criteria for displaying provider information, and cannot exclude providers who meet their participation criteria

Defines "information service provider" as any individual or entity operating a web-based platform that makes healthcare provider/supplier information available to consumers, and "consumer" as an individual using such a platform to search for providers
