Amends Chapter 1 of Title 1, United States Code to establish federal definitions for sex-related terms applicable to all Acts of Congress, federal regulations, and agency interpretations

Defines "female" as a person belonging at conception to the sex with a reproductive system biologically functioning to produce eggs, and "male" as a person belonging at conception to the sex with a reproductive system biologically functioning to produce sperm

Defines "sex" as an individual's immutable biological classification as either male or female, determined at conception

Establishes that "gender identity" shall not be recognized by the federal government as a replacement for sex, characterizing it as an internal, subjective sense disconnected from biological reality

Defines related terms: "woman" as adult human female, "man" as adult human male, "girl" as minor human female, "boy" as minor human male, "mother" as female parent, and "father" as male parent
