Requires Presidential Inaugural Committees to disclose all disbursements of $200 or more, including the recipient's name and address, date, amount, and purpose of each expenditure

Prohibits Inaugural Committees from soliciting or accepting donations from foreign nationals, and bans donations made in the name of another person

Prohibits conversion of Inaugural Committee donations to personal use, defined as fulfilling obligations or expenses that would exist regardless of the committee's responsibilities

Mandates that remaining donated funds be disbursed to 501(c)(3) charitable organizations within 90 days after the presidential inauguration ceremony

Allows the Federal Election Commission to grant extensions beyond the 90-day deadline, requiring the committee to file a supplemental disclosure report if an extension is granted
