Caps assistance at $5,000,000 per country per fiscal year for activities including alternatives to PRC health/digital/energy initiatives, civil society capacity building, supply chain diversification, and countering PRC propaganda

Requires the Secretary of State to coordinate with Taiwan on implementation, encourage cost-sharing arrangements, and submit annual reports to Congress on funded activities and their effectiveness

Expresses sense of Congress that the U.S. should advocate for Taiwan's participation in international organizations and support countries that maintain relations with Taiwan despite PRC pressure
