Codifies qualified immunity into federal statute (42 U.S.C. 1983) for law enforcement officers, converting the judicial doctrine into explicit law

Law enforcement officers cannot be held liable if the constitutional right violated was not "clearly established" at the time, or if no reasonable officer would have understood the conduct was unlawful

Officers are also shielded from liability if a court had previously ruled the specific conduct in question was consistent with the Constitution

Law enforcement agencies and local governments are protected from liability when their officers are found not liable and were acting within the scope of employment

Takes effect 180 days after enactment; applies to Federal, State, Tribal, and local law enforcement officers with statutory arrest powers
