Amends the Tariff Act of 1930 to extend manifest requirements to vehicles and aircraft arriving in the United States, in addition to vessels already covered under existing law

Requires public disclosure of manifest information for all vessels, vehicles, and aircraft, including the Harmonized Tariff Schedule subheading under which cargo is classified

Expands disclosed origin information to include both the country of origin of cargo and the last country through which cargo was transported

Defines "aircraft" as any civil, military, or public contrivance designed to navigate, fly, or travel in the air

Takes effect 30 days after enactment for all vessels, vehicles, and aircraft arriving in the United States
