Sets a 60-day automatic expiration for any new or increased import duty unless Congress passes a joint resolution of approval to extend it

Allows Congress to terminate any duty at any time by passing a joint resolution of disapproval

Exempts antidumping and countervailing duties imposed under Title VII of the Tariff Act of 1930 from these requirements

Establishes expedited congressional procedures for considering joint resolutions of approval or disapproval, with any Member able to introduce such resolutions
