Creates a new P-4 nonimmigrant visa category for mobile entertainment workers employed by traveling carnivals, circuses, and affiliated concession providers serving state, county, and local fairs, festivals, and nonprofit fundraising events

Requires Department of Labor certification that insufficient U.S. workers are available for the positions and that hiring foreign workers will not adversely affect wages or working conditions of similarly employed American workers

Covers workers performing functions integral to mobile entertainment operations, including transporting, assembling, operating, disassembling, and maintaining rides, games, novelties, and food/beverage concessions

Allows spouses and children of P-4 visa holders to accompany or follow to join the primary visa holder in the United States

Mandates the Secretary of Homeland Security and Secretary of Labor publish proposed implementing rules within 180 days of enactment and final rules within 1 year
