Exempts "less-than-lethal projectile devices" from federal firearm restrictions under Title 18, United States Code

Defines less-than-lethal projectile devices as those that cannot fire ammunition used in handguns, rifles, or shotguns, and cannot discharge projectiles exceeding 500 feet per second

Qualifying devices must be designed for use unlikely to cause death or serious bodily injury and cannot accept ammunition feeding devices used in semiautomatic firearms

Establishes a process for manufacturers or individuals to request Attorney General determination on whether a specific device qualifies for the exemption

Requires the Attorney General to issue classification determinations within 90 days of receiving a device for review
