CBP Commissioner must identify and publish a list of all non-United States free trade zones worldwide within 2 years, including identity, location, and administrators, with annual updates

Countries hosting free trade zones will be classified into 4 tiers based on compliance with international standards for combating illicit trade in narcotics, arms, counterfeit goods, wildlife, and other contraband

Tier classification methodology evaluates zones against OECD recommendations, Revised Kyoto Convention, UN conventions on organized crime and corruption, Financial Action Task Force standards, and WTO agreements

President may impose economic sanctions including property blocking and visa restrictions on foreign persons who organize, finance, or participate in illicit international trade within zones in tier II, III, or IV countries

CBP must establish a public telephone hotline and secure website for entities to report illicit trade activity in free trade zones, and may provide best practice recommendations to non-compliant countries
