Permanently exempts fish processors from the annual H-2B visa cap of 66,000, allowing unlimited H-2B visas for these workers

Covers fish roe processors, fish roe technicians, supervisors of fish roe processing, and general fish processors

Defines "fish" broadly to include finfish, mollusks, crustaceans, and other aquatic animal life (excluding marine mammals and birds)

Excludes from the exemption those who only harvest or transport fish, prepare fish solely for holding on harvest vessels, or operate retail establishments

Repeals Section 14006 of the Department of Defense Appropriations Act of 2005 (Public Law 108-287), which previously addressed this exemption on a temporary basis
