Requires the President to obtain Congressional approval through a joint resolution before imposing any import duties on articles entering the United States

Mandates that the President submit a proposal to Congress including a rationale for any proposed duty before it can take effect

Applies to tariff authority under multiple existing laws, including the Trade Act of 1974, Tariff Act of 1930, Trade Expansion Act of 1962, Trading with the Enemy Act, and International Emergency Economic Powers Act

Exempts complete embargoes that exclude all articles or all articles of a certain type from a specific country from the Congressional approval requirement

Amends Chapter 5 of title I of the Trade Act of 1974 by adding a new Section 155 establishing these requirements
