Amends the National Labor Relations Act to exclude Indian Tribes and tribal enterprises/institutions located on Indian lands from the definition of "employer," exempting them from NLRA requirements

Adds three new definitions to the NLRA: "Indian Tribe" (federally recognized tribes eligible for special U.S. programs), "Indian" (member of an Indian Tribe), and "Indian lands"

Defines "Indian lands" to include all lands within Indian reservations, lands held in trust by the U.S. for tribes or Indians, and lands held by tribes/Indians subject to federal restrictions against sale

Includes a specific provision for Oklahoma, covering lands within boundaries of former reservations of federally recognized tribes as defined by the Secretary of the Interior
