Secretary of Energy must convey the Moab uranium mill tailings site to Grand County, Utah at no cost after remedial action completion status is achieved sufficient for land conveyance

Transfer is subject to regulatory restrictions under the Uranium Mill Tailings Radiation Control Act of 1978 and 40 CFR Part 192 to protect human health and safety

United States retains water rights necessary for ongoing responsibilities, including access to wells and associated surface footprint if groundwater remediation continues after conveyance

Grand County is prohibited from reconveying any portion of the transferred land to private entities or nonprofit organizations

Secretary of Energy may impose additional terms and conditions necessary to protect United States interests
