Withdraws approximately 309,272 acres in the Ruby Mountains subdistrict of the Humboldt-Toiyabe National Forest in Elko and White Pine Counties, Nevada, from mineral leasing operations

Withdraws approximately 39,926 acres in Ruby Lake National Wildlife Refuge from mineral leasing operations, with an exception for noncommercial refuge management activities by the U.S. Fish and Wildlife Service

Valid existing rights are preserved under both withdrawals

Any land acquired by the United States within these boundaries after enactment automatically becomes subject to the same withdrawal restrictions
