Authorizes the President to impose sanctions on foreign persons and vessels engaged in illegal, unreported, or unregulated (IUU) fishing or trafficking of endangered species, including property blocking, visa revocation, denial of U.S. port access, and prohibitions on loans and foreign exchange transactions

Directs the Secretary of State, Commerce, and Homeland Security to collaborate with U.S. allies and international institutions to combat IUU fishing, with particular focus on holding accountable those responsible for harmful actions by the People's Republic of China

Requires annual reports to Congress for 5 years assessing China's global IUU fishing patterns, strategic goals, and government resourcing of fishing fleets, along with recommendations to strengthen maritime law enforcement agreements with U.S. partners

Provides exceptions to sanctions for authorized intelligence and law enforcement activities, compliance with international agreements (UN Headquarters Agreement, Vienna Convention on Consular Relations), vessel and crew safety, and humanitarian assistance

Establishes penalties under the International Emergency Economic Powers Act for violations, and requires coordination with the existing interagency working group on maritime security and IUU fishing established under the Maritime Security and Fisheries Enforcement Act
