Establishes the National Biotechnology Initiative within the Executive Office of the President to coordinate federal biotechnology activities across 14 participating agencies including Defense, HHS, Energy, Agriculture, and Commerce

Creates the National Biotechnology Coordination Office headed by a presidentially-appointed Director who serves as principal biotechnology advisor, with $22-35 million authorized annually for fiscal years 2026-2030

Requires development of a coordinated federal biotechnology website within 540 days, annual reports to Congress, and a comprehensive national biotechnology strategy every 5 years

Directs agencies to streamline regulations for biotechnology products, establish clear regulatory pathways, and negotiate interagency agreements to resolve regulatory gaps and overlaps

Mandates activities across 11 priority areas: national security, research and development, biological data/databases, product commercialization, regulatory streamlining, biosafety/biosecurity, workforce development, bioliteracy, and international partnerships
