Amends Section 1877 of the Social Security Act to create exemptions from physician self-referral prohibitions (Stark Law) for "covered rural hospitals" located in rural areas that meet Critical Access Hospital criteria at the time of Medicare enrollment

Removes the prohibition on expansion of existing physician-owned hospitals by sunsetting the expansion limitation requirement effective upon enactment

Defines "covered rural hospital" as a hospital located in a rural area under Medicare prospective payment system definitions that meets specific criteria under the Critical Access Hospital provisions
