Secretary of State must establish a program to enhance international cooperation in quantum information science through competitive matching grants to universities and nonprofits, plus scientist exchange programs ranging from multi-day to multi-year visits

Collaborative research funding limited to countries that have signed quantum cooperation statements with the U.S. or are members of the Five Eyes intelligence alliance; research with foreign adversaries is prohibited

Program requires coordination with the Office of Science and Technology Policy, National Quantum Coordination Office, and relevant National Science and Technology Council subcommittees

$20,000,000 authorized for fiscal year 2026, with annual reporting to Congress on program activities and priority partner countries

Program authorities expire 10 years after enactment
