Requires the President to designate Ansarallah (Houthis) as a foreign terrorist organization within 30 days of enactment and impose sanctions under Executive Order 13224 blocking property and prohibiting transactions

Mandates the President determine within 30 days whether three named Houthi leaders—Abdul Malik al-Houthi, Abd al-Khaliq Badr al-Din al-Houthi, and Abdullah Yahya al-Hakim—are officials, agents, or affiliates of Ansarallah

Requires submission of a strategy within 180 days to restore freedom of navigation in the Bab al-Mandeb Strait and Red Sea and to degrade Ansarallah's offensive capabilities including command and control, key leaders, and materiel support

Directs the Secretary of State and USAID Administrator to report within 180 days on obstacles to humanitarian aid delivery in Ansarallah-controlled areas of Yemen, including interference, violence against aid workers, and manipulation of beneficiary lists
