Secretary of State may designate countries as "State Sponsors of Unlawful or Wrongful Detention" if they detain U.S. nationals for political leverage, fail to release detainees within 30 days of notification, or pose risks to Americans abroad

Countries specifically flagged for initial review include Afghanistan, Eritrea, Iran, China, Russia, Syria, Venezuela (Maduro regime), and Belarus

Air carriers and ticket agents must require passengers purchasing tickets to countries with "D" (wrongful detention risk) or "K" (kidnapping risk) travel advisories to certify they have reviewed State Department warnings

Creates an Advisory Council on Hostage Taking and Unlawful or Wrongful Detention, comprising former detainees, family members, and experts, with 3-year member terms and a 10-year sunset provision

Requires annual briefings to Congress for 5 years on detention deterrence efforts, including assessment of expanding Foreign Sovereign Immunities Act to allow asset seizures against designated countries
