Establishes a 2-year pilot program to create or enhance State-based nursing workforce centers, with implementation required within 1 year of enactment and funding of up to $1.5 million for each of fiscal years 2026 and 2027

Requires grant recipients to provide $1 in non-Federal matching funds for every $4 of Federal funds received, with eligible entities including State agencies, nursing boards, 501(c)(3) organizations, community-based organizations, and nursing schools

Authorizes nursing workforce centers to conduct research on workforce data gaps, nursing education programs (faculty capacity, enrollment, clinical placement), retention challenges, and contract nursing trends

Directs centers to establish programs supporting faculty retention, nurse recruitment across all practice settings, leadership development, health equity training, and pandemic response preparedness

Requires annual reports to Congress on grant outcomes, including demographic data on nurses served, effectiveness of public-private partnerships, and recommendations for reducing shortages in rural/underserved areas and among nursing specialties
