Requires mandatory detention of noncitizens who are inadmissible and charged with, arrested for, convicted of, or admit to committing burglary, theft, larceny, shoplifting, assault of a law enforcement officer, or any crime resulting in death or serious bodily injury

Directs the Secretary of Homeland Security to issue detainers for qualifying noncitizens and take custody expeditiously if not already detained by federal, state, or local officials

Amends Section 236(c) of the Immigration and Nationality Act (8 U.S.C. 1226(c)) to add these offenses to existing mandatory detention categories

Defines offense terms (burglary, theft, larceny, shoplifting, assault of a law enforcement officer, serious bodily injury) according to the meanings in the jurisdiction where the acts occurred
