Requires excess funds above $500,000,000 at fiscal year-end to be transferred to the Treasury for U.S. public debt payment, with the initial $150,000,000 appropriation to be repaid by September 30, 2036

Mandates annual reports from September 2026 through 2036 detailing seizure activities, fund financial status, and informant payments; failure to report triggers 5% fund transfers to Treasury, and failure to use the fund results in termination

Codifies the Export Enforcement Coordination Center within Homeland Security Investigations as the primary interagency hub for export control enforcement, with liaisons from 18+ federal agencies including FBI, Defense agencies, Treasury, Commerce, and intelligence community elements
