Amends 18 U.S.C. § 1111 to classify fentanyl distribution resulting in death as first-degree felony murder, punishable by death or life imprisonment

Applies to distribution of 2 grams or more of fentanyl or 0.5 grams or more of any fentanyl analogue

Requires that death result from use of the distributed substance and that the distributor knew or had reason to know the substance contained fentanyl

Adds "distributing fentanyl" to the list of predicate felonies for felony murder alongside child abuse
