Grants the State of Utah civil jurisdiction over lawsuits involving the Shivwits Band of Paiutes that arise on or within the tribe's Indian lands

Establishes that contracts or agreements involving the tribe or its lands fall under federal "commerce" definitions, allowing federal court jurisdiction under 28 U.S.C. § 1331

Preserves the Shivwits Band of Paiutes' sovereign immunity from unconsented lawsuits and their authority to waive that immunity

Amends 25 U.S.C. 415(a) to add Shivwits Band trust lands to the list of tribal lands with specific leasing authority

Defines "Shivwits Band of Paiutes" broadly to include the tribe, its governing body, tribal enterprises, subsidiaries, and federally chartered corporations
