Amends the National Child Protection Act of 1993 to expand the definition of "covered individual" eligible for background checks under the national system

Allows qualified entities to request background checks for contractors who work with vulnerable populations, not just direct employees and volunteers

Extends background check eligibility to employees and volunteers of entities that contract with qualified entities serving vulnerable populations

Permits background checks for individuals who are licensed or certified, or seeking licensure or certification, by qualified entities to provide care for vulnerable populations
