Prohibits insurers from denying, canceling, or varying terms of life, disability, or long-term care insurance policies based solely on a person's status as a living organ donor, unless supported by actual, unique, and material actuarial risks

Amends the Family and Medical Leave Act to explicitly include organ donation, preparation for surgery, recovery, and related activities as qualifying "serious health conditions" for both private sector and federal employees

Federal employees who take FMLA leave for organ donation may substitute any available leave under the existing organ donor leave provision (Section 6327) for that time

Requires the Secretary of Health and Human Services, in coordination with the Secretary of Labor, to review and update educational materials on living organ donation within 6 months of enactment

State insurance regulators retain authority to enforce the insurance discrimination prohibition under their existing state laws
