Mandates Individual Opportunity Plans for all work-eligible recipients within 60 days of eligibility determination, requiring assessments of education, skills, work barriers, and child well-being, with periodic reviews every 90 days

Restricts TANF fund usage by prohibiting assistance to families with income exceeding twice the poverty line, banning direct spending on child care services, reducing administrative spending caps from 15% to 10%, and requiring 25% of grants be spent on core work-related activities

Adds program integrity requirements including improper payment reviews, non-supplantation rules preventing states from using federal funds to replace state spending, and prohibits benefits to establishments selling marijuana
