Amends 18 U.S.C. § 2119 to lower the intent standard for federal carjacking from "intent to cause death or serious bodily harm" to "knowingly" taking a motor vehicle

Expands federal carjacking prosecutions by removing the requirement that prosecutors prove the defendant intended to cause death or serious bodily harm at the time of the taking

Modifies the enhanced penalty provision for carjacking resulting in death to require both intent to cause death or serious bodily harm AND actual death for the highest penalties to apply
