Requires the Secretary of State to designate Ansarallah (Houthis) as a foreign terrorist organization within 90 days of enactment under section 219(a) of the Immigration and Nationality Act

Mandates the President impose sanctions on Ansarallah and any foreign person who is a member, agent, affiliate, or controlled by the organization within 90 days

Applies property-blocking sanctions under Executive Order 13224 against designated persons for committing, threatening, or supporting terrorism

Applies travel-related sanctions under Executive Order 13780 with respect to Yemeni nationals, as the order existed on January 19, 2021

Responds to the Biden administration's February 2021 revocation of the Trump administration's January 2021 terrorist designation of Ansarallah
