Amends the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10701(a)) to add youth substance use prevention public service announcement campaigns as an eligible use of grant funds

Grants may fund research-based PSA campaigns using television, radio, print, outdoor, and digital announcements, as well as contests soliciting youth PSA submissions

Requires the Attorney General to publish annual reports on all grants awarded under this provision

Annual reports must include grant descriptions, research basis for campaigns, regional messaging details, integration with other prevention initiatives, and effectiveness evaluations measuring impact on youth drug use rates
