Establishes a claims process for Vieques, Puerto Rico residents who suffered health impacts from 62 years of U.S. military operations, which dropped over 80 million tons of ordnance and exposed residents to heavy metals and toxic chemicals

Awards individual compensation of $50,000 for one qualifying disease, $80,000 for two, or $110,000 for three or more diseases including cancer, hypertension, cirrhosis, kidney disease, diabetes, or heavy metal poisoning

Requires the Attorney General to appoint a Special Master within 90 days to process claims from individuals who resided on Vieques for at least 5 years and can provide medical documentation linking illness to military contamination

Provides the Municipality of Vieques with a level three trauma center with cancer treatment and dialysis capabilities, free medical screening, interim emergency air transport, and hurricane-resilient independent power infrastructure

Caps total program funding at $1 billion from the Judgment Fund, limits attorney fees to 20% of awards, and bars claims filed more than 15 years after enactment
