Protects prospective adoptive and foster parents who decline to consent to medical, surgical, pharmacological, or psychological treatments intended to alter a child's appearance or validate a perception inconsistent with the child's biological sex

Protects parents who refuse to consent to changes on a child's birth certificate, passport, driver's license, school records, or government ID that would be inconsistent with the child's biological sex

Defines "sex" as biological sex (male or female) based on reproductive system characteristics

Takes effect on the first day of the first fiscal quarter after enactment, with delayed implementation allowed for states requiring legislative action
