Establishes a minimum 20-year prison sentence for assault against federal, state, or local law enforcement officers that results in serious injury

Creates a new federal crime (Section 1123) for murder of law enforcement officers, punishable as first-degree murder under existing federal sentencing guidelines

Extends federal jurisdiction to crimes against state and local officers when the perpetrator uses instruments of interstate commerce to plan the crime or uses a weapon that traveled in interstate commerce

Requires the Attorney General to submit a report to the Senate and House Judiciary Committees within 3 years on prosecutions conducted under the new law
