Creates new federal crime for knowingly assaulting a law enforcement officer causing serious bodily injury, punishable by up to 10 years imprisonment

Increases penalty to any term of years or life imprisonment if the assault results in death, involves kidnapping, or includes an attempt to kill

Federal jurisdiction applies when the offense involves interstate travel or commerce, use of weapons that traveled in interstate commerce, interference with commercial activity, or when the victim is a federal officer

Requires written certification from the Attorney General before federal prosecution, including determination that state jurisdiction is unavailable, state requested federal action, or federal prosecution serves substantial justice

Defines "law enforcement officer" as government employees authorized to investigate crimes or detain/incarcerate persons for criminal violations
