Authorizes state peace officer standards and training (POST) agencies to access federal criminal history records maintained by the FBI under 28 U.S.C. § 534(e)

Defines POST agencies as state entities with statutory authority to set standards for hiring, training, ethical conduct, and retention of law enforcement officers through certification or licensing

Applies to all 50 states, District of Columbia, Puerto Rico, Virgin Islands, Guam, American Samoa, Northern Mariana Islands, and U.S. territories

Requires the Attorney General to amend federal regulations (28 CFR Part 20) within 180 days of enactment to implement the new access provisions
