Requires the Secretary of State and Secretary of Defense to develop a strategy within 180 days to counter China's global military basing expansion, identifying at least 5 locations of greatest concern where China maintains or seeks a physical presence

Mandates the Director of National Intelligence to submit a classified intelligence assessment analyzing risks posed by Chinese global basing to U.S. and allied power projection, freedom of movement, and strategic interests

Establishes an interagency task force within 90 days of strategy submission to implement countermeasures at priority locations and identify mitigation measures to prevent new Chinese bases

Cites existing Chinese military presence including the Djibouti base (opened August 2017) and Cambodia's Ream Naval Base (expanded facilities inaugurated April 2025), plus suspected pursuit of access in approximately 20 additional countries

Requires quadrennial reviews and updated reports to Congress on the executive branch's strategy and approach to countering Chinese global basing intentions
