Amends the Victims of Crime Act of 1984 to make "angel families" eligible for crime victim compensation grants, covering medical expenses, mental health counseling, lost wages due to emotional distress, and funeral expenses

Defines "angel family" as immediate family members of homicide victims killed by either an alien unlawfully present in the United States or a member of an international criminal organization involved in drug trafficking

Establishes the Victims of Immigration Crime Engagement (VICE) Office within the Department of Homeland Security to provide services to victims of crimes committed by inadmissible or deportable aliens

Requires the VICE Office to create a hotline providing information on immigration enforcement, social service referrals, custody status updates, and criminal/immigration history of offenders

Mandates annual reports to Congress on crimes committed by inadmissible or deportable aliens, including victim demographics, crime locations, crime types, and whether offenders committed multiple crimes
