Extends diplomatic immunities under the International Organizations Immunities Act to the Pacific Islands Forum, granting it status similar to other international organizations in which the U.S. participates

Directs the President to establish a formal consultative process with allies including Australia, Japan, New Zealand, Taiwan, and regional institutions to coordinate assistance programs and avoid duplication of efforts in the Pacific Islands

Requires annual updates to existing reports on narcotics control, international fisheries management, and human trafficking to include regional discussions of transnational crime affecting the Pacific Islands

Defines the Pacific Islands region as nations, territories, and jurisdictions within Melanesia, Micronesia, and Polynesia, and identifies key threats including natural disasters, illegal fishing, non-U.S. military presence, economic coercion, and corruption
