Establishes a federal education assistance program for public safety officers employed by state, local, tribal, and regional law enforcement agencies who have served at least 8 years with a single employer and commit to 4 additional years of service

Provides direct payments for higher education calculated using the same formula as veterans' education benefits under 38 U.S.C. § 3532, with a sliding scale based on financial need

Allows eligible officers to transfer all or part of their education benefits to their children, who must use the assistance before age 27

Limits benefits to a maximum of 45 months of full-time education or equivalent part-time enrollment, with assistance discontinued if the recipient fails to maintain satisfactory academic progress

Authorizes "such sums as may be necessary" in appropriations to fund the program, administered by the Attorney General under the Omnibus Crime Control and Safe Streets Act of 1968
