Prohibits citizens of the People's Republic of China, entities directed by or organized under Chinese law, and persons acting on behalf of the Chinese Communist Party from purchasing public or private real estate in the United States

Requires forced sale within one year of any U.S. real estate currently owned by covered Chinese persons or entities if the President determines the ownership poses a national security risk

Exempts Chinese citizens who entered the U.S. as refugees or were granted asylum, and protects real estate held for personal use by U.S. citizens or lawful permanent residents from forced sale provisions

Applies to all U.S. states, territories, and possessions including Puerto Rico, Guam, American Samoa, and the U.S. Virgin Islands

Establishes a minimum 10% penalty (previously no minimum) under the Agricultural Foreign Investment Disclosure Act of 1978 for violations related to foreign agricultural land ownership reporting
