Creates new federal crime for killing public safety officers (law enforcement, firefighters, judges, prosecutors, court personnel, rescue/ambulance crews) while engaged in official duties or in retaliation for past duties, punishable by minimum 10 years to life imprisonment, or 30 years to life/death if death results

Establishes new federal crime for assaulting public safety officers with graduated penalties: up to 1 year for simple assault, 2-10 years for bodily injury, 5-20 years for substantial bodily injury, minimum 10 years for serious bodily injury, and minimum 20 years if a deadly weapon is used

Applies to federal officers, U.S. judges, and state/local officers whose agencies receive federal funding, covering all U.S. states, territories, Indian tribes, and the District of Columbia

Federal jurisdiction triggered when conduct involves interstate travel or commerce, use of weapons that traveled in interstate commerce, or interference with commercial activity

Directs U.S. Sentencing Commission to add minimum 5-level sentencing enhancement when defendant lures victim to a location for purpose of killing or assaulting them
