Repeals the Horseracing Integrity and Safety Act of 2020 and authorizes states to form an interstate compact to regulate horseracing through a new Racehorse Health and Safety Organization (RHSO) governed by a 9-member board of directors appointed by state racing commissions

Establishes breed-specific scientific medication control committees for Thoroughbreds, Standardbreds, and Quarter Horses to develop uniform rules on permitted/prohibited substances, testing thresholds, and withdrawal guidelines tailored to each breed's racing performance model

Creates a Racetrack Safety Committee to develop uniform safety standards including track surface maintenance requirements, injury reporting protocols, racetrack accreditation processes, and jockey/driver concussion protocols

Prohibits states that do not join the interstate compact from transmitting electronic signals for interstate off-track wagering or advance deposit wagering on horseraces

Takes effect 2 years after enactment or when 2 or more states enter the compact, with funding provided through fees assessed on state racing commissions based on breed-specific racing activity in each member state
