Eliminates the existing tiered penalty structure in 18 U.S.C. Section 111 by removing subsection (b), which previously distinguished between simple assault and assault with a deadly weapon or resulting in bodily injury

Creates exclusive federal jurisdiction over assaults against federal officers, preempting all state laws that relate to such offenses

Applies only to offenses committed on or after the date of enactment, with no retroactive effect
