Requires the Secretary of Health and Human Services to reduce the beneficiary's coinsurance to equal the inpatient hospital deductible when the cap applies

Directs Medicare to pay ASC suppliers the difference between the reduced coinsurance and the original coinsurance amount, ensuring providers are not financially penalized

Applies to services furnished on or after January 1, 2026
