Requires the Attorney General to submit annual reports to Congress on DOJ activities countering national security threats and espionage by the Chinese Communist Party, starting within 90 days of enactment and continuing for 7 years

Reports must detail DOJ operations addressing theft of U.S. intellectual property, trade secrets, and research, as well as threats from non-traditional collectors at laboratories, universities, and defense industrial base facilities

Mandates an accounting of DOJ resources dedicated to combating Chinese Communist Party national security threats, including supporting information on each program's efficacy

Reports must describe measures used to protect civil rights, civil liberties, and privacy rights of U.S. persons during these counter-espionage activities

Reports submitted in unclassified form (with optional classified annex) and made publicly available on the DOJ website, prepared in consultation with the Director of National Intelligence, Secretary of Homeland Security, and Secretary of Defense
